CLAY COUNTY, Ky. (WYMT) - Deputies arrested a man Friday after they found three children playing near a highway.
Around 10:30 a.m., the Clay County Sheriff's Office responded to a complaint of unsupervised small children. The children were allegedly playing next to North Highway 421.
When deputies arrived, they found James Emery, 30, asleep inside his home. They said he did not know the children were outside alone.
Deputies also noted the living conditions in Emery's apartment were unfit for children. Social Services came and took custody of the kids.
Emery was charged with three counts of child welfare endangerment.
