Police: Man accused of hitting, strangling woman
A Barbourville man is behind bars after police said he assaulted a woman and tried to strangle her.
Barbourville Police officers responded to a call from ARH about an assault case on Tuesday. The victim told them that Richard Elliott was at her home when they started arguing and she told him to leave. He is accused of grabbing a teenager's face at this time, causing injuries.
The woman was able to lead Elliott outside, where he punched her face. The victim told police that Elliott then knocked her down, continuing to hit her face until he started choking her with his hands.
Police said the victim reported not being able to breathe while this was happening. Another man happened to drive by at this time and turned around when he saw what was happening. When Elliott saw the other man, officers said he ran away from the scene.
Elliott was arrested the same day and charged with first-degree strangulation and two charges of fourth-degree assault.
