PERRY CO., Ky. (WYMT) - Police found a dog and her four puppies in poor conditions Thursday at a home in the Grapevine community of Perry County.

The mother was on a short chain under a porch and underweight. Three of her four puppies were wandering around the house with no protection from the cold temperatures.

The fourth puppy was found dead on the porch.

Police charged Kayland Miller with five counts of cruelty to animals and the dogs were taken to the Kentucky River Regional Animal Shelter.

Officials at the shelter said the dogs were extremely dehydrated in addition to being underfed. The manager of the shelter said more of the dogs may have died if they were not taken away.

"If she hadn't of got took now, then her babies would be dead by the end of the week and she would slowly die too", said Allie Mullins.

Mullins told WYMT the puppies tested negative for Parvo. She said more test will still need to be run to determine the health of the dogs. All of the dogs will remain at the animal shelter through the duration of the case.
